The Judiciary Committee considered SENATE JOINT RESOLUTION                     
NO. 10 Proposing amendments to the Constitution of the State of                
Alaska requiring that the provisions of a bill that levy new state             
taxes or increase the rate of a state tax require the affirmative vote         
of at least two-thirds of the membership of each house of the                  
legislature. Signing do pass: Senator Taylor, Chair. Signing no                
recommendation: Senators Torgerson, Donley. Signing do not pass:
